How do I transfer iMessage and FaceTime to my new iPad
iMessage and ft not working on old iPad. Bought new iPad so will it be there when I transfer?

Simply ensure that you have enabled Messages, FaceTime (and any other Apps of which you are interested) in iCloud:
Settings > [Your Name / Apple Account] > iCloud > [Saved to iCloud] Show All
- Messages in iCloud > Use on this iPad - set to ON
- FaceTime - set to ON
