Siri used to be able to give helpful information when asking a question. Then there was more than one choice which seemed like AI. She is erratic answering stupid unrelated questions. What happened? And, what are the other options to find a voice related app?

I have actually found the opposite to be true. Siri now answers more question on its own without directing you to a website all the time. For another voice assistant, you have options in the App Store such as Alexa or Google Assistant. Choose whichever one you like the best. There are more options, but those are the 2 main ones I am familiar with.
I've also found that Siri seems to be working better for me (though sadly, they've stripped out a lot of the whimsy).
In addition to the aforementioned Alexa or Google Assistant, there is a ChatGPT app for iOS.

For what it's worth, you should be able to use Siri to launch the ChatGPT app once you have it installed.
However, if you have Apple Intelligence enabled, you can also ask Siri to use ChatGPT to find the answer.
