Videos are not playing in Safari and Chrome on iMac

Tried to play videos in Safari and Chrome.Photos videos will not play either. Restart fixes the problem temporarily. Removed security software and the problem persists. You can "manually" play video in Photos by dragging the play control. Operating system is up to date.

Many self imposed issues are resolved by Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS. And read—not needed.
