Why are some photos not loading with a small cloud icon on iPhone XR and MacBook Air

It's not clear what you mean about "not loading." Where are these supposed to be loading from and then loading to? How are you doing it? Where do you see this cloud icon? A screenshot might be helpful.
What is your iCloud storage? Mine says 149 GB used, 75% of 200 GB. How about yours?
What is the storage on your MacAir? on your iPhone?
