How can I fix Apple Podcasts connect loading issues?

I'm trying to add my new podcast in Apple through Captivate but it's been pending for weeks. Captivate said that I need to set up Apple Podcasts Connect. I'm able to got to https://podcastsconnect.apple.com/, login, and see the navigation bar, but the rest of the screen is blank and it continues to load without timing out or showing anything. I've tried on my Macbook (Safari, Chrome, and private browsers) as well as my iPad and iPhone. I have an active AppleID with payment information loaded. I can't figure out how to get Apple Podcasts Connect to load. Anyone have any insight?

I found some old threads on the topic and the answer seems to be to just get a new Apple ID but I really don't want to do that.
