Sequoia 15.3.2. I managed to combine 2 tracks under the same album title in safe mode, but all other changes after that were not saved, whether in safe mode or not. Also, I have to quit Music and restart it to see if the changes have taken hold. I have been a Mac user for 16 years, this used to be pretty basic. Why is it not working today?

First launch Music with Option held down and use the Choose Library... option, then actively select your library, normally in ~/Music/Music. It seems that Music can occasionally get connected to a cached version of the library that it then doesn't update correctly.
Next try closing and then reopening the library with both Option+Cmd held down. This opens the library in its safe mode any may help with certain housekeeping operations.
