Safari: clear search history is grey

The safari button is grey, the screen time restrictions are on unrestricted and when you go to the apps into safari, it’s still grey. I’ve tried restarting my iPad but it didn’t work. What do I do? Is there something about age that interferes with deleting search history? My iPad is iPad Air (5th generation) and this is the model number ‘MME63X/A’.
