So far there is nothing to solve as the Activation Lock is working exactly like it is supposed to. There are many reasons why that may be the case, but you have not offered any addition information.
One example would be from purchasing a used device from a seller who had not reset the phone or the phone had previously been stolen, and without being able to return the device or contact the seller, you would just have a phone that could never be used.
