Natural Scroll Setting Not Changing Scroll Direction

I am connecting my wireless Logitech M170 to my MacBook Air and the Natural Scroll setting does not change the direction. It does not change across all apps, so it's not a browser issue. I have tried restarting the mac, as well as unplugging and plugging the mouse chip back in, but these do nothing.
