Why does a minor's Apple Account require two-factor authentication for parent/guardian actions?

If my minor child selected two way authintication, then the family in trouble if he forgot his password!! what is the reason and why apple is not fixing ???

Parent/ Guardian who created child account ID shall have full access to delete account / change passcode / etc why he need to authinticate as his minor child to do these stuff ?

I’m talking about a minor child , how is this related to regulations

the issue is you will fall into loop when you recover

forgot passcode -> can’t reach telephone -> they can send an email into cloud email -> you can’t access because it require two factors authentication ( again!) -> parent reset the password - > try to login -> you can’t because if two factor authentication -> so on so fourth


the question was if I’m a parent how come I can’t change my two factors and trusted number for my child ?! And no convincing answer till now . I believe this is a loophole in apple parental control , to apply same security features of adults
