If my minor child selected two way authintication, then the family in trouble if he forgot his password!! what is the reason and why apple is not fixing ???
Parent/ Guardian who created child account ID shall have full access to delete account / change passcode / etc why he need to authinticate as his minor child to do these stuff ?

Two Factor Authentication (2FA) is a requirement banks and governmental regulators place on electronic wallets. It’s considered a safety and anti fraud precaution. It’s not Apple’s decision to remove 2FA requirements.
Your title originally was different and the moderators changed it and now I have very little idea what your post is about. I think your best bet will be to contact Apple Support. Sorry for the confusion.

the issue is you will fall into loop when you recover
forgot passcode -> can’t reach telephone -> they can send an email into cloud email -> you can’t access because it require two factors authentication ( again!) -> parent reset the password - > try to login -> you can’t because if two factor authentication -> so on so fourth
the question was if I’m a parent how come I can’t change my two factors and trusted number for my child ?! And no convincing answer till now . I believe this is a loophole in apple parental control , to apply same security features of adults
