Duplicates file missing in Photo Utilites folder IPhone 16 Pro

My phone storage is 74GB but my iCloud storage is 194GB because itis 76% photos. Multiple backups have created hundreds of duplicate photos that I see on iCloud. There is no functional tab visible to merge duplicate photos anymore. How do I clean all these duplicates off to open up storage?

iPhone 11, iOS 18

In the most recent versions of iOS, the Duplicates album is in the Utilities section. You might have to view the entire Utilities section to see it. If you have recently upgraded iOS, it may take a while for the duplicate scan to refresh.

If you are looking in the Photos section of iCloud.com, you won't find a Utilities section or a Duplicates album. They exist only on local devices.

Does your iPhone have the "Optimize iPhone Storage" option set? That would explain the difference in how much storage your Photos library takes up on your phone versus on your iCloud. However, it would not explain seeing duplicates on iCloud that you do not also see in the corresponding locations on your phone.
