Be assured, you are not alone in having difficulty using TouchID. I too have seasonal issues with TouchID devices, usually during winter, when humidly is low and skin is particularly dry.
TouchID is usually reliable with regular use (the sensor updates its biometric map with every successful fingerprint authentication), however, prevailing conditions can be problematic for a completely healthy TouchID sensor.

Some users just have difficulty using TouchID. The causes for of TouchID being unreliable for some users - and not others - are many. Whilst not an exhaustive list, possibilities include:
If you have naturally dry skin, try using a “light” (non greasy) and easily absorbed skin moisturiser.
As we age, our skin loses collagen - and this in turn leads to loss of elasticity and the ability to naturally retain moisture. This will inevitably impact fingerprint ridge detail; for some users, our age (and health) can be relevant. 🙂

Indeed, that's not normal.
I'd suggest that you make an make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.
