Why are photos on iMac not syncing to iCloud?
mac says syncing with icloud, but icloud does not show the photos

there could be several reasons for it not syncing, for instance you turned in iCloud Photos just recently and the Mac hasn’t been fully charged or charging enough. Or, for instance, network issues such as a VPN blocking the connection.
My first instinct after that, is to create a new library, designate that library as the system/default library, and see if it’s fixed:

As iCloud will only sync with the one designated library, once creating a new one, then making the system/default library, most likely everything will start syncing just fine again.
