no photos or videos will delete, they aren’t being sent to the recently deleted folder either. It won’t let me play videos in the photos app. I have tried restarting my phone, clearing storage (deleting apps, deleting pics on iCloud, deleting messaged, clearing caches of apps, etc.), I’ve tried turning off sync from my iCloud but nothing is seeming to work.

Try to make a dummy empty folder on the Mac, and (via Finder) sync that to the iPhone (if there are lots of images, it might time out before finishing so do it again until the iPhone is hopefully empty of images in that regard). I understand you have already turned off iCloud Photos, right?
Also use Mac's /Applications/Image Capture.app and use it to delete and images it sees on the iPhone.
Make a backup of the iPhone (to iCloud or to the Mac via the Finder) before trying, just in case. But I understand that there are no images on the iPhone that you want to preserve anyway?
If that fails, reset the iPhone to the factory defaults, and maybe restore from the backup.
