Time Machine can't complete first back up

I am trying to complete my first time machine backup on my segate external hard drive. I have made sure to reformat to APFS encrypted and I created a Partition to keep the Time Machine separate from other information I would like to save. I started the time machine and received the following /Users/"name"/Send Registration. As a reason that the first time machine backup would not work. What do I do?
