Emoji Stickers in IPhone Messages or Instagram DM

After creating emoji sticker from image the emoji sticker becomes an emoji in the iPhone key board. But every time I try to use the emoji sticker in IPhone messages to a non IPhone user comes up as attachment not emoji, I have to compose in Notes first?

And when trying to use emoji sticker in Instagram DM comes up as attachment whether composed in Instagram DM or

pasted from Notes?

What’s the problem?

Also The Journal app doesn’t even show sticker emojis?
