Unable to update WhatsApp on my iPhone SE

Your tag line suggests you have an iPhone SE running iOS 13. WhatsApp is an app from Meta, which requires iOS 15.1 at a minimum. Even if you own a first Generation iPhone SE it can be updated as high as iOS 15.8.3, so the first thing you need to do is update your iPhone to iOS 15.8.3. If your iPhone SE is a 2nd or 3rd generation SE, it can be updated to iOS 18.3.2, which for those phones will be the only option for update.

Once you are at least on an iOS version WhatsApp supports, you should be able to update the app.
