Turn off notification for iCloud Data isn't Syncing.

I am using a Mac Pro and I am trying to turn off the following notification, Some iCloud Data isn't Syncing. It reads,. Passwords and data from Health and Maps can't accessed on this device. This is not something that I need. I have turned everything off in iCloud that I am able to.

The one item the system will not let me turn off is, Access iCloud Data on Web.
