Phone Calls Give Brief Ring Then Go To Voicemail

Every call pops up for a 1/4 second with a 1/4 sec ring and then goes straight to voicemail. I'm missing calls all the time. Even if I'm using my phone and notice it, there is no option to answer it. I had this issue when I first got my iPhone 15 Pro Max and turning the phone off/back on would resolve. Then it seemed to get better. Now it has returned and power cycling the phone does not seem to help. It is random but frequent. It does not matter if the caller is a contact or not. All suggested previously suggested settings from last years post were checked. Plus, my phone will eventually ring properly without changing any settings. I believe the latest update 18.3.2 installed about when this started happening again.
