In the UK we have digital displays at bus stops that display the route designation & times of buses. I took a picture of one recently that clearly displayed the bus number and time due.
Is this because iPhones use really fast shutter speeds and the short exposure times work between digital display emission frequencies?

Yes, you photographed the refresh of the display. Generally, the shutter speed needs to be 1/30 of a second or slower to capture the entire display.
Aha. The exposure on the shot taken was 1 /4,854!
AFAIK iPhones don't have any user control of shutter speed so I'll test my Canon M50 next time I see a humorous bus time display [And immediately check the image].

Third party camera apps may have manual shutter speed and ISO. There are also devices to add filters in front of the lenses and subsequently force a slower shutter speed. You could also purchase a small square filter and just hold it in front of the lens.
