Cannot upgrade from ios14.4.2 to 17.0

My iPhone 8plus is currently giving me issues for updates. The current iOS is 14.4.2. All the apps in the phone needs an update presently but whenever I click on the update, some app will require iOS 15.0 or iOS 17 and at the end, it won’t be able to install and after sometimes, the app will automatically stop working but while the phone is saying that iOS 14.4.2 is up to date. Because of this issue, I am unable to update or install.
