Why does my Apple Watch still send notifications in 'Sleep Focus' mode?

my watch still send notifications while in sleep mode focus. I have every single app except the health apps for heart monitoring silenced. Mirroring iPhone is off. I don’t have a schedule set because I sleep at different times. So I manually turn it on and off. I have to use silent mode for it to be actually silent. But isn’t sleep mode supposed to take care of it? The “allow notifications from” tab when pressed has all the apps from “silence notifications from” too. Which seems strange. But it isn’t selected.
