I cannot see icloud in settings and continuity is not working

I am on M3 Mac Air 15.3.2. When I open settings and search for iCloud, it's just a blank screen. I also

don't have any iCloud options in my Apple ID settings. How do I get iCloud working?

I can add a new account with the same Apple ID and then I am able to log in to iCloud and make it work.

I would prefer to keep my initial account set up and use it with iCloud.

This is a computer provided by my institution.
