Why is 'Burn Playlist' greyed out on iPods when trying to burn non-Apple Music?

I have restarted my computer, restored by iPod twice, uninstalled iTunes and reinstalled iTunes and "burn playlist" is still greyed out on my iPod touch 7th generation and 5th generation.

Burn playlist is only an option for content in the local library.

If you have content on your devices that isn't in your library see Recover your iTunes library from your iPod or iOS device - Apple Community. The easiest method may be a temporary subscription to the Apple Music service, merging the music on the device into an iCloud Music Library which you then download to a computer and backup for security.

Perhaps something is being lost in your phrasing. When you say "Burn Playlist is greyed out on all my iPods" I take that to mean that you have selected a playlist located on one of your iPods while it is connected to your library and then you have tried to use either File > Burn Playlist to Disc or you've right-clicked on the playlist, on the device, and tried to use right-click > Burn Playlist to Disc. Neither option are going to be available. This feature is only used to burn a selection of tracks, in the computer's library, and not stored in the cloud, to an optical disc.

To change what content from your library syncs to your device edit the playlists in your library, use sync music rather than manual management, review your sync selections, then sync. Burn playlist to disc has no role in this activity.
