iPhone sync is stuck on determining tracks to sync

I'm trying to sync music from my MacBook Music library to my iPhone but when syncing through Finder it keeps getting stuck on step 3 Determining tracks to sync. Even when only a singel track or album is selected. Devices and OS's:

iPhone 8: iOS 16.7.10
MacBook Pro 2017: MacOS 12.7.6

MacBook Pro 15″

Apple Music Sync Library Stuck I got an iPhone 13 Pro Max last Tuesday and restored it from a backup and everything was working properly except the sync library option in apple music. It’s stuck here (progress shown in the picture) but will disappear after a few seconds. Once it disappears I can add new songs through apple music but once I add one it “syncs” again. This also affects my local files because new local files I upload to the icloud music library are no longer are showing up. My past local files prior to me restoring the backup show up, but ones i uploaded from two days ago aren’t showing up at all. Any solution to this?

I don't see a sync library function on my iphone 12 pro, so while some of my music in sync'd to my ipad, not all of it is. What am i missing here? I have an ipad 8th gen running ios 16.5.1, iphone 12 pro running ios 16.6. All of the online help states that there should be a sync library feature...i don't see it on either device. help.
