What to do if iPhone Translate app doesn't show downloaded languages?

We are going to Italy, so I want to be able to translate Italian to English and vice-versa on my i-phone to either converse or to read signs. I go to the Translate app, and click on Download Languages. I click on English and Italian, but whenever I go to my Translate app, I see English and Spanish. I read that I should click on Done after I click on the languages, but I don't see Done (or Save or Downloading) on the screen. I have Cellular Data and On-Device Mode on, although I also tried it with On-Device Mode off (since I don't understand what it actually means). What should I do to set Italian and English as the languages that come up when I click on the Translate app? Thanks for your help!
