My contacts are split between an iCloud list and a Yahoo one. How do I merge these together when I no longer have access to the Yahoo email?

If you ar saying that you can no longer sign into your Yahoo! account then you cannot access those contacts any more.
If you can access the yahoo! contacts then export them to a file and import to iCloud contacts using a browser like Safari.

Thank you - I’ll have to do it manually then. I can still see them in my iPad but not my iPhone. I know I deleted the Yahoo list from my iPhone though.
