could not set up apple cash your family organizer has reached the maximum number of associated apple cash accounts
There are 4 users in my family sharing, Myself (organizer) , and my 3 teenage children. approx 6 months ago their apple cash stopped working. When i try to send them apple cash it says pending on my device. when they try to accept, it takes them to this error :

I loved being able to use apple cash in the past, it enabled me to send money to my kids if and when they needed it.
My feeling on what may have started the issue; i had removed my kids from the family sharing plan and then re added them too many times.
The reason for my doing so- there were many times that one of them charged something through the app store when there wasn’t the funds in the account to pay for it. Consequently when one of them then tried to download even a free app, it wouldn’t let them because of the billing issue. Temporarily removing them from them family sharing would solve the issue, until i was able to put the funds in to pay for it.
I have spent hours and hours in the phone with apple support. They have taken me through many many steps, ex: updating all phones, changing country/ time zones, resets, removing apple cash and re enabling. checking seid numbers, serial numbers, checking for and removing any special characters from apple ID, adding to apple cash balance before sending, etc.
The issue has been escalated and even after being escalated, the new steps haven’t worked.
Currently have next apple support call back scheduled later in the week to see if any new steps that the engineers can get back to me with.
I have searched the internet and i can’t find anyone else who is having this specific issue.
