How do I permanently delete iCloud Mail storage?

3 months ago I deleted all emails from my iCloud account (including inbox, sent mail, junk, trash, etc).

I keep seeing that my icloud storage is used by 1.8 GB of mail.

How do I permanently delete 1.8 GB of mail that I already deleted 3 months ago?
