I just want to know why my Iphone16 doesn't have a CLEANUP even I already reached the most latest version of my software?

Where are you in the world?
What region is your Apple Account set to?
What is the model number of your iPhone in Settings ➜ General ➜ About ➜ Model Number
Do you have "Apple Intelligence & Siri" in Settings? If so, is it enabled?
If you go to the Photos, tap on a photo to open it, then tap on the controls icon next the (i) at the bottom, is there no "Clean Up" option next to Crop?
