Return the phone to the seller for a refund.
The phone is completely useless to you unless the owner can remember the Apple ID and Password that was used to set up the phone originally.
Unfortunately in cases like this, the seller usually disappears and will not answer calls or texts.

There is NOTHING you can do. I hope you didn't spend much money on the phone. iPhone 4s was released 14 years ago, in 2011. It is so out of date that you would find most modern apps no longer are compatible with the phone anyway.
If you can get your money back return it. If you can't, recycle it as it is totally useless to you.

Not even Apple will override an activation lock except for the original owner holding a proper Apple-approved sales receipt.
If you cannot get a refund, you are the proud owner of a very realistic but inert theater prop.
That phone is useless, even if you manage to get the original owner to remove the activation lock. It is obsolete. It's no longer possible to get apps that run on it and it is not usable as a phone in most of the world.

If carrying a totally useless "time machine" in your pocket makes you happy, go for it. But the "time machine" you bought can't be unlocked by you, anyone here or by Apple.
That's nice for you. It doesn't alter the fact that only the owner of the account used to lock it can remove the activation lock.
