Transcribing to Captions Issue

When you select Transcribe to Captions, the Downloading Transcript Model window appears and a line appears in it that flashes once quickly in blue, then the blue color disappears and becomes empty as if the model is being downloaded, but unfortunately it remains in this state and Final Cut Pro freezes until I cancel this command and it returns to working normally as it was.
