Unable to turn off Screen Time on my son's iPhone

My son turned 18 so I turned off his screen time. however, on his phone, it won’t allow him to do anything and appears that screen time is still on and I don’t have access to turn it off from my phone. how do we reset the phone?

He can check if Screen time is somehow still turned on directly on his iPhone by going to Settings ➜ Screen Time and if you provide the password, and its still on, he should be able to turn it off himself there too.

Exactly what things can't he do? "Anything" is a bit broad.

He might just need to restart the iPhone though.
