Apple cannot unlock the phone.
AT&T locked the phone. Only AT&T can unlock the phone.
You need to contact AT&T Support and ask them to unlock the phone.
Only the carrier to whom it is locked can unlock it - if they choose to do so.
If you are not their customer, or the phone was financed on a contract that is not fully paid off, they might refuse to unlock it.

AT&T is the only one who can help you. If you are the person with whom they have a contract, they might let you pay off the contract, in full, now, after which they would unlock the phone. (You could ask if they are open to this.)
If the phone is not paid off, and you refuse to pay it off, or are not their customer, they are unlikely to unlock it. Neither we or Apple can help you.
