Parental control not working

We decided to upgrade our daughters phone to new iphone 13 (from motorola). I have iphone, my wife samsung so we had few discussions about what type on new phone she gets but I`m kind of regretting the iphone now as I`m disappointed in apples parental control!

1. First of all I cannot block childs screen anytime as my wife could on android, any reason why???
2. Despite me setting up downtime at 10pm, she can still access the phone and use apps that are exempted from app limits?? This was done to allow her to message us if needed, not being on phone after downtime. Despite downtime clearly stating the phone will be blocked she can still go on? This was not the case with android, phone was shut down at 10pm and thats it!
