I have been working with Apple and weather complication on watch is not working. I’ve tried the suggestion to turn off WiFi, left my house so no WiFi, deleted weather app, shut down phone and watch numerous times and nothing works. I have Apple Watch 8. So frustrating.

Dallas was having severe weather watch for a few days. I spent hours on this with Apple and myself trying to figure it out. Turns out there was no glitch at all. The severe weather was overriding the normal weather complication. I looked down at my watch after the weather was better and it was back to normal. The Apple genius was very helpful and patient and spent a lot of time.
Did you try to install the Weather Complication using a different Watch face?
The Weather App is working on your iPhone and on your iPhone, the iPhone is mirrored in WatchApp/Weather, and the Default City is set to "Current Location"?
Also check on your iPhone/Settings/Privacy & Security/Location Services/Weather -> While Using the App should be enabled as well as "Precise Location"
Did you already try to force restart your iPhone and Apple Watch, instead of shutting down and restarting?

To force restart your watch, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.

Weather complications are missing or turn off and on as a choice in the complications section of the watch app on the phone. Same problem
