How do I disable the parental settings on Apple Account?

My current apple account has a lot of restrictions because of its screen time settings or its parental settings. That is because my parent used to have an apple account and they connected my current account on it since I was young then. (It was created on an iphone 8) however now that I am 14, and on a new device, (iphone xs max) It has the feature of “iphone too close” and had a screen time password as soon as I transferred my data from Ip 8 to it. However my parent never remembered setting any passcode on it at all. We tried to reopen my parents old apple account on a different iphone however it would not reactivate. It’s such a huge inconvenience to me now. Is there a way I can remove the account as my organizer? If not, can I deactivate this apple account and create another with all my data just without the parental settings on?

No. If Screen Time is set up from their account, then you need to be removed from the family group from their account. You cannot do so on your own.

You can create a new apple Account however, but it will have no data or purchases from your old one.

You can manually transfer photos and files, but purchased apps, and media will need to be repurchased.

You should try to recover access to the family organizer's account otherwise you won't be able to leave.
