Re: "I have installed the latest version of the Apple Phonak app on my iPhone 15 running IOS 18.3.1. The iPhone connects and works on calls, but it can't connect to the app. It says "No access to Bluetooth."
You have tried some good steps already, thank you for sharing those.
You could aso try restarting iPhone to re-establish the connection. Restart your iPhone - Apple Support
or
Does the Phonak app require bluetooth access permission ?
Eg: in iPhone's Settings > Privacy & Security > Bluetooth

ie: Seems Phonak has no hearing-Aid models at all listed in Apple Support's list of "Made for iPhone' hearing devices: List of Made for iPhone hearing devices - Apple Support
Are you sure the app is able to be used with Apple iPhone, as some apps may only be compatible with Android phones. If the app you installed is compatible with iPhone, you may want to check with-in the app to see if there is a firmware update you need to install as well.
