Family Sharing - cannot add child to iCloud+

Child is a member of my family sharing BUT not for the iCloud storage. I see her as a member of the family in all settings (iphone & macbook)

She has run out of her 5gb and when I try to add her via iCloud+ upgrade there is no option to add family sharing . .

iCloud cannot add family storage I have added my daughter’s account to family sharing, but I am not able to add the iCloud+ family storage to her device. I only see the option to upgrade plan, not use family storage. When I go to iCloud+, I see the other four members of my family, but I do not see an option to add a family member.

family sharing "this action cannot be completed at this time" When I click USE FAMILY STORAGE when trying to connect to my wife's 2TB account, it says "this action cannot be completed at this time". IOS is updated on both phones. one is a 14 pro max and the other is a 15 pro max. i have joined her family and it shows that we are linked but it is not allowing us to share the storage. Have tried signing in and out and restarting the phones as well.
