Pages chapters with numbered headings

I have a big manuscript to put together and I'm using Pages for the first time. Below is the structure I'm hoping for but right now I would just love to figure out how to build a style for the chapter headings with numbers. I know that information exists because I used it once before but now I cannot cannnot find it. Any help much appreciated.

PS are there people who build detailed templates for a price? Because I've looked at a lot of templates without success. I'm pretty frustrated and would gladly pay.
