m4 Mac mini not showing apple menu

after installing the software for the second time I do not have an apple menu in the top left hand corner. Also I am using a surround sound receiver on a 42 inch tv but it's stating 42.5 in the system settings and you use to be able to under-scan to fit the screen. The mouse setting are also non existing. I can't alter anything, there is no help I can open.
