Mac mini M4 stuck in startup

Purchased a new M4 mini and started it up. It recognized Magic Mouse and keyboard. I followed steps for migration assistant from an older MacBook Pro. Now the mini will not recognize the mouse. When I restart, I am able to log in using the keyboard which it recognizes. But then it takes me back to the accessibility startup screen where I can choose vision, motor, hearing etc. except at this point the keyboard will not do anything, and the mini doesn't recognize the mouse at all. I tried plugging it in via usb c to back of mini and letting it charge/boot etc. nothing seems to work.

Im also confused because I thought I had done the accessibility prior to the migration assistant. It seems like this thing is all messed up.

Any ideas/Help? Not sure where to go from here

The following will require any USB keyboard and mouse. If you don’t have them, borrow or buy them, they are inexpensive!

1.     Connect the USB keyboard and mouse to the computer.

2.     Open System Preferences – Bluetooth

3.     Un-pair the wireless keyboard and mouse.

4.     Turn off Bluetooth

5.     Restart the computer in Safe Mode per the directions in Start up your Mac in safe mode - Apple Support

6.     Restart the computer normally.

7.     Open System Preferences – Bluetooth

8.     Turn on Bluetooth

9.     Re-Pair the wireless keyboard and mouse.

10.  Unplug the USB keyboard and mouse and begin testing the wireless devices again.

Finally, if you still cannot get it to work then please call AppleCare. Chances are your migration did not go well, moving forward when migrating the most reliable method is to migrate directly from the old Mac's Time Machine External Hard Disk when you initially turn on the new computer. This is explained in Setup Assistant and Migration Assistant
