Issue Downloading Free Apps from App Store

Hello, I am experiencing an issue when trying to download free apps from the App Store. I receive an error saying “Payment not completed”, even though the app is completely free, and I have no payment method added to my account.

Account details:

• Country/Region: Oman

• No payment method added (set to “None”)

• No outstanding balance or active subscriptions

I have already tried signing out and back into my Apple ID, but the issue persists. Is there a solution for this?
