How do I set up Apple Cash for family members with email addresses in UAE?

I have recently moved from Houston to UAE. I have a family circle with my kids and we are having all kind of hiccups, the most important is that Apple Cash will only work with their email addresses rather than using the local numbers.

i have changed the region in all phones but now Apple cash does not even show under our family circle.

My question is for everything to run smoothly, here in UAE, what do I have to do?
