How to Prioritize macOS Window Management Shortcut Across All Applications

I’m trying to ensure that macOS prioritizes the Control + Fn + Right Arrow shortcut for window management across all applications. Currently, this shortcut works perfectly for arranging windows, except in apps like Excel and Chrome, where it is used for other functions (e.g., navigating within a worksheet in Excel).

Is there a way to override application-specific shortcuts so that macOS consistently prioritizes this shortcut for window management? Any guidance or workaround would be greatly appreciated.
