Error signing into App store

a user not able to sign into App Store as it asks me to sign in and review account information, when I enter all my information it says:

'Please enter your Town.'

'Please enter your phone number.'

'Please enter your phone number area code.'

'Please enter your post code.'

'Please enter your street address.'

'The iTunes Store is not available in your region.'


the user is in the UK
