Presto Card Being rejected

Why is my presto card being rejected from my Apple Wallet? Previously, I had my presto saved on a different apple account. Now, with my new apple account, when I try to add the presto card from the app, it says rejected due to fraud. When I log back into the old apple account, the presto card is not there anymore. Why won't it work?
