com.apple.Photos.Migration exhausted sandbox memory capacity

I see these messages (below) in the kernel log continuously for 2 minutes, followed by a short pause for a few minutes, and then it starts all over again, going on non-stop. What causes this, and how can I stop this app or service from starting & crashing and the resulting logging continually?

I don't use the Photo app at all, and my photo storage is empty. I am not sure what com.apple.Photos.Migration attempting to migrate and I just don't care whatever it is trying to do. I also don't use iCloud (everything is turned off). My Mac details are below. Any help would be greatly appreciated to resolve this problem.
