Apps take exceptionally long to open, or take multiple attempts to open. I just tried to open an app 8 times and on the 9th time it finally loaded past the initial “loading” screen. I have cleared caches and everything else. Phone worked perfectly fine before 18.3

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. However, VPN actually reduces your privacy, it does not enhance it.

How much memory is available on your iPhone? Settings > General > iPhone Storage
My first thought when reading your post was that your phone may be low in memory, which can cause issues like you're seeing.
OK.....so memory isn't an issue. How is your Wifi or cellular connection? And have you performed a Forced Restart, which is something I do after EVER iOS update? Try this procedure --> Force restart iPhone - Apple Support (CA)
iOS updates don't typically cause apps to take forever to open. I'm on iOS 18.3.1 and apps open immediately on my iPhone. As they do on our other iPhone, also on iOS 18.3.1.
I'd schedule an appointment at your Apple Store Genius Bar for evaluation. Sorry, I don't honestly have any other suggestions for you.
WiFi/cellular all good. Forced restart regularly to try and fix issue. Nothing works. Definitely seems to be due to 18.3
