Moving "Downloads" folder (resident on Mac HD) to iCloud

Question

I would like to see the "Downloads" folder, residing on my Mac HD, from my iPhone and iPad. Is this as easy as dragging it into the iCloud?

It seems that there might be some system-determined settings that would point apps to "Downloads," and my moving it would cause problems.

Anyone have experience with this?

You can move the files inside but dragging the folder will not place any subsequent downloads to iCloud.

So I guess it is safe to assume it is intended for "Mac-only" file storage.
